Yali Bair, PhD is President and CEO of Ursa Consulting Group. For more than two decades, she has been at the forefront of health system change and has worked collaboratively with health care providers, nonprofit agencies, foundations and universities throughout the United States. Dr. Bair is an NCQA-trained facilitator for Patient Centered Medical Home recognition and serves as a Practice Transformation Coach for the California Primary Care Association, helping to move the state’s community clinics and health centers toward a health home model of care delivery.

Prior to starting her consulting practice, Yali served as Vice President for Public Policy for Planned Parenthood Affiliates of California. She has also served as Assistant Director for State Health Policy Research at the UC Davis Center for Health Care Policy and Research. Dr. Bair is a health care leader with expertise in health center administration, health care delivery system improvement, and value-driven health care.

Yali received a minority student dissertation fellowship for her work on the NIH-funded Study of Women’s Health Across the Nation. She has served as senior health policy faculty for the Women’s Policy Institute, convened by The Women’s Foundation of California and is a graduate of the HOPE Latina Leadership Institute. Yali served on the California State Women’s Health Council and currently serves on the Yolo County Maternal Child and Adolescent Health Advisory Board.

Dr. Bair completed her undergraduate training in biological science at the University of California, San Diego and earned a PhD in epidemiology from the University of California, Davis.
